Landlord Compliance Checklist for England: Current Duties and Review Points

This is a compact current-duty navigator, not a promise that a property or landlord is compliant. Use it to identify the questions that may apply before letting and while a tenancy continues, then read the relevant specialist guide and official source. The Landlord Regulation Guide remains the broader status and orientation hub.

Use the checklist by condition, not as a universal list

A duty can depend on the tenancy, property type, location, appliances, occupiers, certificate/report, licence and the facts at the time. Do not tick an item off simply because it appears here. Keep the underlying document or record where the applicable rule requires one, and take appropriate professional advice for a live safety issue, immigration-status question, disputed repair, enforcement notice or local scheme.

Tenancy deposit

Gas safety
Great Britain
For relevant let premises with gas appliances/flues, arrange the required safety check and keep/provide the record. At intervals of no more than 12 months. Gas Safety guide
Electrical safety
England
For private rented premises within the Regulations, obtain the required installation condition report and address any remedial action. At intervals of no more than 5 years, or sooner if the report says so. Electrical safety and EICR guide
EPC / MEES
England and Wales source; England-led use
Where an EPC is required and the domestic private rented property is within MEES, check the current certificate, rating and any valid exemption before letting or continuing to let. No generic renewal interval is used here; apply the current EPC/MEES rule to the property and tenancy. Energy efficiency standards regulations
Smoke and CO alarms
England
For a tenancy caught by the Regulations, meet the specified alarm, new-tenancy working-order and reported-fault duties. Working order at the beginning of a new tenancy; repair or replace after a reported fault. No testing/battery interval is stated here. Licensing
Conditional / local
Check whether mandatory HMO licensing or an actual additional/selective local scheme applies, then comply with that scheme’s terms. No national renewal or inspection interval: designation, conditions and timing are local/individual. Landlord licensing guide
Repairs, fitness and hazards

Respond to actual reports and conditions under the tenancy and statutory framework; retain relevant records and obtain suitable help where needed. No universal inspection or repair deadline. Renters’ Rights Act
England; provision-dependent

Keep future policy separate from today’s checks

This page does not present proposed or later measures as current duties. In particular, it does not state a current private-rented-sector Awaab’s Law timetable or a current private-rented Decent Homes Standard duty. The announced PRS registration rollout from 15 December 2026 is also a future phased implementation, not a current checklist duty on this reviewed date. Use the PRS Database guide and the official registration guidance for the property-location timetable. Check the current official Renters’ Rights Act materials for a provision that has actually commenced and applies to the tenancy or process in question.

A restrained record review

For any row that applies, identify the actual document, date, property/tenancy condition and person responsible for the next action. That is ordinary administration, not proof of compliance or a substitute for the required check, competent assessment or local-authority decision. Do not invent a recurring property-inspection programme from this page: any access, report, repair or licence issue must be considered under the relevant rule and facts.
